RDM Group and Dow have unveiled a new fibre-based food packaging solution made entirely from recycled materials, designed to help brands meet evolving EU packaging regulations.

The new product, Multiboard CirculaRR, combines recycled paper fibres with recycled polyethylene (PE). It is suitable for food-contact applications including frozen foods such as fish and cakes, as well as fruit trays and dry pet food packaging.

The development combines RDM Group’s expertise in fibre-based packaging with Dow’s materials science and circular polymer technologies to deliver high-performance packaging made exclusively from recycled inputs.

The launch comes as the food packaging sector prepares for new regulatory requirements under the EU Packaging and Packaging Waste Regulation (PPWR). The legislation requires all packaging placed on the EU market to be recyclable by 2030 and introduces mandatory recycled plastic content targets. Multiboard CirculaRR aims to help brands and converters meet these requirements while maintaining food safety and packaging performance.

Now its plastic part is certified as being made from recycled materials and is designed for recyclability.

Designed for recyclability and certified recycled content

The packaging builds on RDM Group’s existing Multiboard Barrier cartonboard produced at Fiskeby Mill in Sweden. The board contains around 5 percent polyethylene by weight, enabling strong barrier performance while remaining compatible with existing mixed paper recycling streams.

The polyethylene used in Multiboard CirculaRR comes from advanced recycling and carries certification under the International Sustainability and Carbon Certification (ISCC PLUS) system through a mass balance chain of custody. The packaging has also received certification from ISEGA, confirming its suitability for food-contact applications.

Advanced recycling complements mechanical recycling by converting difficult-to-recycle plastic waste into molecular building blocks that produce high-performance plastics with virgin-like quality.

Independent testing using protocols developed by 4evergreen confirmed Multiboard CirculaRR can be recycled within established paper recycling systems.
